adjective:  full, full to the brim. This refers to weight and volume, as in a full classroom, full tank of gas, full cup.

It is never used to indicate that one is full or stuffed from eating.

Same word, but different meaning:
adjective, idiom:  full, full up to the gills, stuffed.

This sign would have been better if more non manual markers were present.  The cheeks should be slightly puffed.

Can use a single or double movement.  Single is usually reserved for more emphasis.

Note that the difference between fed up and full has to do with the negative expression, not the movement.
